How to Get an Income Certificate for a Housing Scheme

Where and how to apply for an income certificate, what it costs, how long it takes, and how it differs from ITR proof.
An income certificate is an official document issued by the state revenue department (usually the tehsildar or SDM office) certifying your family's annual income. Many housing schemes accept it as income proof, especially for EWS and LIG categories and for people who do not file income tax returns.
Where to apply
Most states issue it online through their public-services portal or at a Common Service Centre (CSC). In Maharashtra it is available through the Aaple Sarkar portal and Seva Kendras, and in Delhi through the e-District portal. Other states have similar e-District or service portals.
What you typically need
- Identity proof (Aadhaar, PAN or voter ID)
- Address proof
- Salary slips / Form 16, or a self-declaration and talathi / patwari report for non-salaried income
- Ration card (in some states)
- Passport photo
Timeline and validity
It usually takes 7–21 days, depending on the state and verification. Income certificates are generally valid for one financial year, so check that the certificate covers the year the brochure asks for.
ITR vs income certificate
If you file income tax returns, many schemes prefer the ITR acknowledgement of the relevant year. If you don't file ITR, the income certificate is your main proof. When in doubt, the brochure's 'documents required' section is the final word.
